Question: is it?

Answer: no. It is a 3rd party site owned & run by a 3rd party.
what makes you think that ?

its content is driven by canonical and the ubuntu community, using the
official ubuntu branding approved by canonical ....
... on top of a system that is simply not hosted by canonical, does that
make it "unofficial" ?

if canonical would move its build services to an amazon cloud, would you
then say that ubuntu isnt "official" anymore ?
