on my system which grinds things to a halt ]

Why not just turn it off?
System|Administration|Synaptic...|Settings|Repositories|Statistics|untick 'Submit
statistical information'.

Ok, I did that but my first issue isn't fixed : when I have many IO access, my system freeze.
