I'm on 12.04, but I'm fairly sure that is how the icon bar works then
and now.

It's still is the case with Unity but in this instance with action being
performed as I did it (just right-clicked on the disc image & burnt it &
not using Brasero or any other app) it was part of the System that was
running the task (gedev I think from looking at `top`) & therefore there
was no icon in Launcher to select to bring it back to the front.
