linux/ubuntu application requirements (from GUI)

I am confused about linux applications. are the applications dependent on WM like GNOME or KDE or Compize etc?

in other words, for example an application like "disk usage analyzer" is dependent on which window manager I am using? will it run with 'same functionality' under xfce/gnome, kde etc?


and are all applications like that?
