Locale question

I am getting the following warning on RH9 when trying to compile perl/Tk.
perl: warning: Setting locale failed.
perl: warning: Please check that your locale setting:
LANGUAGE = (unset),
LC_ALL = (unset)
are supported and installed on your system.
perl: warning Falling back to the standard locale ("C").
Interestingly, I have two identical machines with the same load of RH-9
(everything loaded from all CDs) and only one gives the warning.
What is it trying to tell me?
