Problems Configuring vsftpd properly on RHL9

Thanks for the help, I think I may have pinpointed some of the problems I was having. When I start vsftpd in the service configuration window in X (as root) it's status is listed as vsftpd dead but subsys locked.
I can only guess at what this may mean, as I have little experience with troubleshooting linux problems. I am ready to absorb any knowledge that can be tossed in my direction.
