Transferring between CUPS print servers

Hi
I have a firewall, CUPS print server and printers on the private side, not
allowed to print from the public side. I'd like to provide a 'mirrored' CUPS
print server on the outside that people can print to 'normally' but that
will send jobs to the inside server for printing rather than trying to find
the printers itself. Want to use CUPS to handle windows and linux clients
easily - if lpr does it better, so be it.
I'm not allowed to open any inbound ports on the firewall, so the only two
methods I can see are to use:
1) ssh/ftp 'pull down' from the inside machine on a schedule basis -
possibly bad because the timings might conflict? But ssh and ftp are
allowabel from the 'inside out'.
2) email the completed print job to the internal machine when the job is
ready for printing.
Anybody done this, pointers to the right place for info, pointers to scripts
or other things?
