Files with .bin extension

I want to add fax capability to my RH9 machine, so I went to
linuxarchives.com and downloaded a "binary" which consists simply of the
file pmfpro_1.bin.
The question now is, "How do I install this program?" I am not familiar
with ".bin" files, and a Google search and a look in two Linux books
didn't help. The Google search brought up a lot of info on Osama Bin
Laden!
