installing programs and navigating in terminal as root

I'm stuck. I have downloaded the following programs, and want to install
them, etc...but have no clue. Actually, I have an idea, but.

logged in as root, downloaded files to /tmp/WebDownloads directory. Lets
take LinuxMediaPlayer for instance. Downloaded this to it's own directory
in WebDownloads /tmp/WebDownloads/LinuxMediaPlayer. Go to a terminal, and
type cd /tmp brings me to [root@localhost tmp]#

ls lists all directories including WebDownloads

[root@localhost tmp]# cd /WebDownloads gives me this error:
bash: cd: /WebDownloads: No such file or directory

So I go to file manager Super User and navigate to the directory and file
the Konsole told me doesn't exist where I find the .bz2 file
LinuxMediaPlayer-0.2.3.tar.bz2

Double clicking that file creates another directory:
/tmp/WebDownloads/LinuxMediaPlayer/LinuxMediaPlayer-0.2.3.tar.bz2/

Within this are all the Linux Media Player files. How do I install this
damn program? I know so far that bz2 and tar and rpm are al different file
types, but one a t time first. Thanks
