I'm no modem expert, but 'man pppd' shows error messages.
17 The PPP negotiation failed because serial loopback was detected.
19 We failed to authenticate ourselves to the peer.
sounds like you need to check you login name and possably login passwd.
Look in /etc/ppp/ for chap or pap secrects i belive they are called.
You may well have some or other prgram to configure it all for you
something like KDE's kpppd.
