Personally, I'm a fan of the Gimp; my colleague prefers Paint Shop
Pro. I think they're about equal in terms of features, it just depends
what you're used to. However, they are just tools - you still need the
skill to create the graphics you want.
I use graphics sparingly on a site mainly because I can't be bothered
designing little graphics for horizontal edges, vertical edges,
corners etc and then mucking about with tables trying to make them all
join up again. Also, because I'm not really graphically inclined.
You can probably achive many of the graphical effects you're after
using skillful CSS background and border colouring.
I'm not a fan of "over-designed" sites, as they take a while to load
(even on DSL), tend to fall apart in Opera and are usually low on
actual content.
