Mmhm, if you *really* want a public webserver on your pc, you will also have
to install a dyndns service unless you have got a static ip. Well you
appear to know it probably violates your ISPs policies.
You will want to use a different unblocked port (first check with
www.grc.com after installing the apache) and forward that one on your
router to the linux box, also telling apache to use that one (or use the
REDIRECT target with iptables).
No trouble after all, if you use it for your local network only. Install
apache on the linux box.
