Filesystem Question

I currently keep a seperate large hard disk formatted to ext3 with all
my important files on, the question I'd like to know is this, how will
the permissions on the disk affect my transferring the disk to another
linux computer? Will I be able to access the files as root on that
computer or are the permissions dependant on the password database
stored on the first computer?

i.e

Is the superuser recognised independant of password, so that the
superuser of any linux computer can administer the files of any hard
disk connected to it?
