Control max CPU usage for a process?

When I get a large attachment on my mail server my antispam filter
uses 98% of the CPU to scan the message for like 3 minutes (lots of
complicated regex's). I was hoping to somehow set a maximum CPU
percentage this antispam filter (chainmail) can use at any given time.
 can 'nice' do this for me?
