Root filesystem will not mount at boot

I really cannot figure this problem out for the life of me... I used to
have gentoo 1.4 installed on my system with kernel 2.6.7, and I had no
problems booting. I since removed linux, and am now trying to
re-install, and nothing I do will work.
grub.conf seems perfectly fine, there is nothing faulty with my kernel
line. I've re-compiled my kernel with and without Virtual file system
(shm fs) and it does the same thing, it just says
Kernel panic - VFS: cannot mount root fs on hdc3
or something along those lines
This is a Dell Inspiron 1100 laptop, with my boot partition as hdc1,
swap on hdc2 and root on hdc3 (reiserfs)
Any suggestions?
