Dhclient Config

I am using debian stable and an adsl router with a borked dhcp server in
half-bridge mode. The router is acting as a bridge between the PPPOA and
the ethernet interface of the server, and the router passes the server the
wan address that it has acquired. The router has a rather borked dhcp
config, in that it only has a 30 second lease time. Each time dhclient
receives the new pack, it seems to reconfig the network card, regardless as
to whether the ip/other information has changed. Is there a way to setup
dhclient to make the request/receive the reply, but only to make changes if
the information has changed? Reconfiguring the card every 30 seconds, as
you can imagine, is not pretty.. as it results in a second of downtime every
30 secs...
(I'm using a pretty old dhclient from debian stable - would backporting a
new version of dhclient from testing help? - or moving to a different dhcp
client?)
