A Samba Problem

I am using Red Hat Enterprise Linux 3.

I want to configure Samba on this machine. I search for samba
configuration file "smb.conf" but I found /etc/pam_smb.conf having
only word WORKGROUP.

Ware to find this file.

Samba is not assable all the time on windows 2000 and 98 client. When
it is vissable it show name localhost and I am unable to share resource
from windows client. I access windows client from Linux.
How to solve this problem
