  Now I see the problem . the ISO image is just a file on the CD,
  not a FileSystem image.

There are *no* options under the 5.1 Nero software that implicitly
states "Create ISO CD Image" . It claims to be able to create a bootable
CD ( by copying a Floppy disk image first) and that doesn't work at all.
