Well, RHL9 is not supported by Red Hat is is only barely supported by anyone
currectly. One place is http://www.fedoralegacy.org/ ,the site does
provide a working yum configuration to use.

But this will not help you with you wanting to update to MySQL4, for that
your pretty much on your own. Download the source rpm(s) and build your
own.
