Does it boot from floppy ?
You can make a boot floppy from most linux cd1's from dos or windows. You
then put the cd in boot from the floppy and it accesses the cdrom drive.
No it doesn't that is the problem it boots directly from the HD.
It's a Dell. It has a service tag number on it. Their website will have
instructions describing how to clear the BIOS password.
