I may do it for dvds, but I don't want to use user option for usb

The option is 'users', with an s in the end.
No, the users option don't prevent you from that, as long as you are the user
who mounted it, as most USB devices uses vfat as file system you can't set
privileges for other users.
I really want to change this for everyone. I could be wrong
but I don't ever remember doing this in gentoo, or redhat.
RedHat had this as default and Gentoo depends on how you setup the system and
nowadays you can do quite a lot when it comes to privileges with udev too.
The problem
I use to have was load cdrom as scsi drive, like I do it for usb :)
Today loading cdrom as scsi is discouraged, as the kernel do support ATAPI and
CDrw/DVDrw works fine without the ide-scsi module (which may be dropped in the
future).
PS: do u know any good mp3 mplayer for linux. I want someting like
flash drive 4 gig, fm, and voice recorder, plus mp3 :) I got one voice
recorder, with mp3 player 65mb (okay don't laugh :)
I did once in the time use Jens of Sweden (they are just relabeled I-Bead mp3
players sold for the double price), but I think iRiver and iAudio should work
well in most cases, but don't take my word for it. Be wary about players that
says they need microsoft media player to sync the mp3s (there is project to
support those in Linux too).
Nowadays I just use my Nokia cellular as mp3 player, to which I have a couple
of miniSD cards, which I can save mp3s to with my 4in1-card reader, the phone
I have supports 2GB memories, but if you get a second hand phone, they may
only support 512MB and if you buy a new one, you should be able to use at
least 2GB, but I guess the more expensive will support bigger ones too.
