For the same reason you have to upgrade any OS to get the latest software
for it.
Counterexample: Firefox. I went from (I think) pre 1.5 to 2.0.0.3 on FC4.
It is not absolutely necessary to upgrade the OS to upgrade your apps. It
depends on the apps and their dependencies.
