According to distrowatch.com, it is based on Mandrivel (formerly Mandrake)
and is, thus, rpm based rather than .deb.
I agree Mandriva is mandrivel but PcLinux is very together.

IMHO - two prime debian based distros would be Debian and Ubuntu. Mint is,
I believe, based off Ubuntu and might be another one to consider.
