I assume you never read the manual, for those who know how to use a search engine there would have been this page:

I select start and it writes only 10% and then it stops and does nothing. The computer is new and the drive works fine.
Maybe the computer is ok, but your system seems to be faulty.
B) I tried to 'create a project' and selected to make a bootable disk.
It wrote the disk.
The ISO is already bootable, so you will only mess things up.

Go to the web page mentioned earlier, look up the section about your burning software and follow the instruction and then reboot your machine.
