Because you are doing it wrong.

A) I right click any of them and the option for Roxio to write it to
disk pops up.

I select start and it writes only 10% and then it stops and does
nothing.

The Roxio software has the word "File" in the upper left corner. Click
on that and a menu drops down. Click on the item which says "Create - or
Burn - a CD from an image". An ISO file is an "image".
