Although there has been some attempt to create Linux support for
win-modems...
in general they are not supported.
Your best bet would be to get an external serial modem (note: as in
serial port...not USB)
There is virtually a 100% chance of success.
Of course, with DSL the same price as dial-up I think I'd switch over
to DSL...
as you connect via your Ethenet card and most of them are supported by
Linux
Agreed, back in the day I just picked up a US Robotics modem, until I
had the options of DSL or cable providers. I found that few Winmodems
were well supported. It was no fun.
