If you have a Windows 98 boot diskette, boot from it and go to the DOS prompt rather than install Windows 98. Use FDISK to delete all the partitions, then create a partition and format it from your boot diskette.

How can I recover and do a DOS reformat of a 12 GB HD which had Linux
installed on it? Right now a DOS format is limited to about 1 GB.
