I just finally hit on a solution this morning. Edit your
/etc/sysconfig/keyboard file so that instead of 'dvorak' it has
'dvorak.map.gz'.
The contents of the file should look like this:
KEYBOARDTYPE="pc"
KEYTABLE="dvorak.map.gz"
