Change Perms?

Hi. I thought I knew how to change perms on files, but it works on only
some files as I have just found out!! Is there a way to change permission
on the /mnt directory? I really would like to be able to use /mnt as user
instead of always needing to be root. I will click the checkbox for
user-write capability, and then RH will just uncheck it on me again!
(argh...)
(I'm using RH 8, with KDE and GNOME both installed)
And a possibly related issue: I have installed the winamp-ish mp3 player.
But it won't let me load mp3s at all! Is there a way to truly load mp3s in
this program??
