ssh regenerate host keys all the time?

Hello, I need to setup some automated scp transfers, but i have a question
about the host keys and was wondering if someone could confirm something
to me.

ssh will not generate new keys even after reboot if it has the same ip.
it will generate new keys if the ip has changed.
