Fedora ipv6 netmask removal 169.254.0.0?

I can see where the netmask is being set for this but i would rather not
have the ipv6 setup run on my machine at this time how do I remove the
169.254.0.0 from a basic installation? I see it getting setup in
/etc/sysconfig/network-scripts/ifup and network-functions-ipv6. It has
shown up with every installation even with minimal install.
