Time Help

On my Apache server the time is offset +5 hours when I goto the command
prompt and type date. I need all of the system time to be set to Est so I do
this:
date --set='-5 hours'
This seems to work ok, but then an hour later when I do the date command
again, its set back to 5 hours ahead. How can I stop this from changing on
its own. I believe that this is the bios time, but when I login to webmin
and goto hardware, Time, the time is set correct even though the date
command from the command prompt isnt???. So what gives, how can I fix this.
Thanks,
Jim
