Generally, upgrading is never a good idea. It usually works ok upgrading
to the next version, but doing that several times or skipping 4 releases
(7.3, 8.0, 9.0, FC1) is almost guaranteed not to work

I would just do a fresh install. Back up your data and wipe the drive.
I usually create a separate partition for /home so I can install a new
version and not have to reconfigure everything
