Compiling a NIC device driver

I'm trying to get my NIC to work. I get a [Failed] mark next to eth0
when booting Fedora Core. My NIC has a floppy with a Linux driver,
but when I tried the Make install command, it could not find headers.
I did not select the packages "Development Tools," nor "Kernel
Development." Do I need any of these to create object files needed
for my Rhine III Fast Ethernet Adapter? Or, are there any tests I
need to make find out about the [Failed] mark on eth0? The ethernet
cable is plugged into the switch and is lit up, but the other
(Windows) machines can't see my Linux box in the Network Neighborhood.
Eventually I'd like to make the Linux box a proxy server and I
selected "Server" when I loaded Fedora Linux. (I know a little Unix,
but a little rusty.)
