Http In Lan

My computer's OS is RH,and my HTTP has already running .
I input http://localhost in my Internet viewer,and I'll see the
apache test page.
But other computers(OS is win32) in some LAN which I used to visit my
computer aren't work,when I also inputs http://localhost . but
when I input http://192.168.0.31(my ip) ,they work well.why??
Another question :
 DNS can do what in LAN?
