up2date problem

Just installed RH9, and found the up2date service does not work due to SSL
issues.
So I had a look around and found that I needed to download the latest RPM.
However when I try to install this the following error occurs:
Failed dependencies:
up2date = 3.1.23 is needed by (installed) up2date-gnome-3.1.23-1
I have looked on RHN and googled it, but could not find where to get this
version - how therefore do I get this working??? Install the certificate
manually?
Secondly I was unable to extract a RAR file I copied from a windows
machine, either in Nautilus or with command line - does Linux need software
to do this?
