Can't telnet to localhost

Hello all

My firewall is disabled and I can telnet to computers but not
to myself "localhost" I get the following messages:

[root@localhost root]# telnet localhost
Trying 127.0.0.1...
telnet: connect to address 127.0.0.1: Connection refused
or:

[root@localhost root]# telnet 192.168.1.101
Trying 192.168.1.101...
telnet: connect to address 192.168.1.101: Connection refused

What is the trick?
