RPM database problems in RH 9.0

Hi people, I'm having a problem with the RPM database on RH 9.0, when I
try to use any rpm command I get the following string of messages:

# rpm -qa
rpmdb: unable to join the environment
error: db4 error(11) from dbenv->open: Resource temporarily unavailable
error: cannot open Packages index using db3 - Resource temporarily
        unavailable (11)
error: cannot open Packages database in /var/lib/rpm
no packages

Having googled for several hours trying to fix this I have to say that I
have absolutely no idea, although it would appear to be a problem in the
DB libraries (?).

If anyone has any idea how to fix this, I would be most appreciative.
