File permissions problems...

I have created a folder with permissions set to 777.

But when a user creates a new file in that folder, he gets rw permissions to
that file, but everyone else, whether a member of the same group or world,
only gets read permissions.

How do I make sure that every file created in a file, no matter which user
created inherits the folder permissions so that someone else can read and
write to the file?

Is umask maybe the right way to do this? If so, how do I use it?

I know that this should be fairly simple.
