Can not register with RH

Please help. I am just trying to register with RH so up2date will run.

Does one need to have a PAID FOR version of RH distro in order to
register with RH ?

I just keep failing at it.

First the "Privacy Statement" never displays, just the darn hourglass,
or I will get message that username is no good....

what gives ???
