UTF-8 Code Page Question

Can anyone tell me where I can change the code page from utf-8 to iso8859 on
Redhat Linux ES ( I think v3 )? This particular server has issues with
utf-8 when working with files/data in DB2. We'd like it to use the same
code page as AIX due to project limitations currently. Is there a single
place/entry to change the code page or must it be changed in many places? I
can change the code page within DB2 but that doesn't solve my issue
completely.
