    Yes. I tried to add a package I never had on one my systems, and
    indeed the installation process asked that various CDs be provided.

    I suppose if you are adding packages to many systems at once the CD
    process is not the answer. However, could you begin a package install
    to see what rpm files are going to be needed. Then abort the install
    followed by downloading those rpm files to a nearby server. Then use
    the 'rpm --install long URL'?

    Otherwise you may have a question best answered by Redhat themselves.
