need menu help

  I am trying to customize (severely lock down) the right click menu on
the desktop to allow a user to only run one application and reboot. I
am running redhat 9, gnome 2.2, nautilus, and metacity. I have been
digging around and have found the proper methods for editing the panel
menus. I haven't been able to find the binding for the right click
menu on the desktop. Is this run by gnome, nautilus, or metacity?

  Any help would be greatly appreciated.
