Both actions are the same: login as root
at the prompt you give the command
shutdown -h now
Your system will halt, it will only turn off if you have a single
processor machine.
If you would upgrade to RHEL4, which gives you a 2.6 kernel you will see
that a shutdown -h now will turn your machine off.
