Runlevel 5 won't work in Runlevel 3 root can't log in from console

Hi,
I am running RHEL4. I am having a problem booting to runlevel 5, when
I try to the server just keeps rebooting when it gets to the point of
loading X windows (the logon screen is about to load). So I went in
single user mode and changed my grub.conf file to start in Runlevel 3,
when I do that I can't log into the box from the console (as root)
there is no error message it just repaints the screen with the logon
prompt. I was able to telnet in and my credentials worked fine. Once
I was logged on I was able to run #startx & , after that I ran some
simple system-config gui stuff to see if it would redirect the graphics
and it did. I went back to the console and found the desktop up and
running (because X was started) but I was unable to load anything, for
instance I tried to start a terminal and it doesnt come back with
anything. Any ideas?!?!?!
