How to judge a file has already opened by other programme?

I to fine out whether the file has already opened by other programme.
But there is not ready-made API in linux to gain this information
directily. It's seems the only way to gain this information is to
access the directory /proc. But this method is too complicate,so What
can I do in convenient way to judge a file has already opened by other
programme.
