There are only maximum numbers:
IDE allows 63 partitions on 1 disk.
SCSI aloows 15 partitions on 1 disk.
These are rules apply only for fixed partitions.
I do not know whether this is for Linux only or for Solaris too.
If you use LVM1 or LVM2 then this boundaries can be broken.
LVM2 does not show a maximum number of LV's anymore, so the rules is max=VG_size/PE_size
