Does anyone know how to chmod default dir and file creation?

I need to be more restrictive in terms of file creation permissions. I
don't want others to browse each ohters directories from the localhost.
I looked in bashrc and there's nothing there to change.
What do I need to change? I'm still looking through the mans too.
