Ping-ing a host does not necessary tell you if the host is up to accept
request from you. I presumed you are trying to connect to an e-mail server
through a POP3 protocol. If that is the case, you might want to telnet to
the e-mail server on port 110 (POP3 port) to see if you get any response.
If you don't get any response, then there is a chance the server is down or
the route to the server is broken.
