how to access apache htdocs via FTP

in a suse box (version 8.2) I've installed the pure-ftpd ftp server.
I'm using the default configuration that permit authenticated access to the
linuxbox via account present in the /etc/passwd file.
The workdir is the /srv/ftp
Well, I desire to permit the ftp operations into the /srv/www/htdocs/ folder
how to donwload a web site
but I think probabily for a permission deny, I don't do it
Can anyone explain me how I create a sub folder in the htdocs directory and
assign the right permission how an ftp user can download in?
